Grammy organisers have reinstated the best Latin jazz album prize as part of changes to next year's awards.

The Recording Academy cut the category last year, sparking protests from Latin musicians who later sued over the move.

However, a Supreme Court judge rejected the claim in support of the organisers in April.

"I don't hold anything against the Latin jazz community for the passion that they have for their music," academy president Neil Portnow said.

He added: "Every year we diligently examine our Awards structure, including evaluating proposals, to develop an overall guiding vision and ensure that it remains a balanced and viable process.

"The community put a good proposal together this year, and we see the results of that."

Last year's changes saw the best Latin jazz album prize consolidated into the best jazz instrumental category, making the musicians compete against a larger group of artists across a broader range.

Four musicians, led by percussionist Bobby Sanabria, had argued the removal had a detrimental effect on their careers.

Other changes to next year's ceremony include the introduction of new awards for best urban contemporary album and best classical compendium "involving a mixture of classical subgenres".

The best Latin pop, rock or urban album honour will be split into two categories - best Latin pop and best Latin rock, urban or alternative.

However, the best Banda or Norteno album and best regional Mexican or Tejan album have been combined into one award, best regional Mexican music album.

A music educator of the year award has also been established to recognise those "who have made a significant and lasting contribution to the field of music education".

Nominations for next year's awards will be broadcast live in the US on 5 December, with the ceremony itself on 10 February.

The old-guard and the new-breed of British rock have both been celebrated at this year's Kerrang! awards.

Prizes were won by breakthrough UK bands While She Sleeps, The Blackout, Bring Me The Horizon, Enter Shikari and You Me At Six.

Reformed rock band Black Sabbath were given the rock magazine's Inspiration award at the ceremony in London.

Band members Ozzy Osbourne, Geezer Butler and Tony Iommi picked up the prize.

Black Sabbath's acceptance of their award provided an emotional climax to the evening, with the band given a standing ovation from the crowd.

Since announcing they were to reform in November 2011 guitarist Tony Iommi has received treatment for lymphoma, while drummer Bill Ward left the reunion over a contract dispute.

But it was an evening which also recognised the best new rock acts.

Surrey rock band You Me At Six collected the prize for best British band - one of five prizes they were nominated for.

Chris Miller from the band told Newsbeat: "It's crazy. We've all grown up with Kerrang since before we could play guitars. We always got our musical knowledge from it - so this is awesome."

Ex-Guns N' Roses guitarist Slash, who picked up the Icon award, said: "Kerrang! was one of the first magazine's that put us on the cover back in the day - it's a good magazine."

Other UK wins came for The Blackout winning the devotion award, Bring Me The Horizon won best video for their track Alligator Blood and St Albans' Enter Shikari won best live band.

International winners included My Chemical Romance (best international band), Tenacious D (Kerrang!'s service to rock) and Black Veil Brides (best single for Rebel Love Song).

Many of the bands who appeared will also appear at this weekend's Download festival in Leicestershire.

City officials: Detroit will go broke in a week if consent deal lawsuit isn't withdrawn - Detroit Free Press

Detroit will run out of cash a week from today if a lawsuit challenging the validity of the city's consent agreement with the state is not withdrawn, city officials said this morning.

Jack Martin, the citys new chief financial officer, said the city will be broke by June 15 but should be able to make payroll for its employees. He said the city will be operating in a deficit situation if the state withholds payments on a portion of the $80 million in bond money needed to help keep the city afloat.

The battle ultimately could lead to an emergency manager if state officials deem the city to be in violation of the consent agreement that gives the state significant control over Detroits finances.

Deputy Treasurer Thomas Saxton told the city Thursday that the lawsuit against the consent agreement could force the state to hold back $80 million in revenue sharing that was used, essentially, as collateral for interim refinancing of bonds issued in March so Detroit would not run out of cash.

Detroit has already used $35 million of the $80 million. The money is in an escrow account, but based on Saxton's letter city officials will not be able to draw down any more of the money, Martin said.

If our city runs out of money, there is no bigger crisis that we would have in our city, Detroit Mayor Dave Bing said this morning, adding that his frustration level is off the charts.

But Council President Charles Pugh said he and several other council members want the citys top lawyer, Krystal Crittendon, to stand her ground on the lawsuit she filed last week challenging the consent agreement as a violation of the city charter.

Pugh said of Martins warning that the city will be broke by next week: We feel like that may be a bit of an exaggeration.

Crittendon filed a lawsuit last week saying that the consent agreement was void and unenforceable because Michigan owes the city $224 million in revenue sharing plus more than $1 million in unpaid water bills, parking tickets and other debts. Under the city charter, Detroit cant enter into contracts with entities in default to the city, so Crittendon challenged the consent agreement under her authority to investigate violations of the charter.

Pugh said he and the council believe the bond payments can continue, despite Saxtons letter, because Crittendons lawsuit is with the state of Michigan and not the Michigan Finance Authority, the agency that oversees municipal finance issues such as bonds. Pugh said the finance authority is a separate legal entity from the state of Michigan and wouldnt be stopped from doing business with Detroit despite Crittendons lawsuit.

We can finish this transaction and not run out of money, Pugh told the Free Press. We understand the mayors passion. We concur this is urgent.

I understand why he wants to stick to the interpretation that were going to run out of money if Krystal Crittendon doesnt stand down, Pugh said. We want her to stand her ground, and we want a judge to decide if indeed the consent agreement is valid or not.

Pugh said Bing called a special meeting of the City Council this morning to discuss Crittendons suit and Saxtons letter but were unable to do so because officials had not given enough warning about the meeting, as required by the states Open Meetings Act. Bing and the council are scheduled to meet at 8 a.m. Monday.

Bing said that under the charter, Crittendon has the autonomy to make such legal challenges, and as mayor he lacks any political power to curb her actions. He said the lawsuit has created an even worse financial situation than the city was already in. He said he has asked her to drop the suit but cannot force her to do so.

Its unfortunate that as an appointee of the mayors office she does not report directly to me with the change of the charter, Bing said. She really doesnt report to anybody.

Bing said he has met or spoken with Gov. Rick Snyder two to three times this week and he's supportive, but at the same token, we cant put (the state) at a disadvantage. Were going to them for certain things that would support us, and this doesnt help the situation at all.

Snyder has said he does not want to appoint an emergency manager, but Saxons letter represents a growing impatience among state officials.

I didnt want to get into a lawsuit it makes no sense to me and nobody wins, as far as Im concerned, Bing said. Weve spent way too much time on this issue that keeps us from doing the things that we need to do to fix the city.

But Pugh laid part of the blame for Crittendons position at Bings feet, saying the mayor's office deliberately left the citys Law Department out of the loop in crafting the consent agreement with Snyder. The city hired outside lawyers to broker the deal and never consulted with the citys top lawyer about whether any aspects of the agreement might violate the city charter, Pugh said.

Thats troubling, Pugh said, because what that means is that the person whose legal obligation it is to make sure that the city is not in any liability wasnt from Day 1 consulted with on the legality of everything. These issues could have been addressed before we approved the consent agreement.

Rabb, an Indian Union Muslim League nominee in the UDF cabinet, however, said some quarters were trying to create unnecessary controversies over the issue.

"More important, Ganga is the eternal symbol of Indian culture," he said.

When his comment was sought on Parameswaran's charge, Rabb said that he was not aware that the name of the house allotted to him was "Ganga".

He said when the Tourism Department allotted the residence to him he suggested "Grace" as the name of the house as it is the name of his own home at his native place.

Rabb said it was unfortunate that unnecessary controversies were being generated on issues like this while glossing over the good work he had done in the field of education in the last one year.

"Nobody wants to know what I have done in the department. Everybody is after controversies," he said.
